International Cooperation

The Eurasian Patent Office continued the development of its cooperation with international offices and organizations in 2022. Its international activities have multiple aspects: the Eurasian Patent Office collaborates with interested countries in Asia, Africa, and Latin America and with specialized international and regional organizations in its field. The Office actively collaborated with traditional partners and with prospective new partners: Indonesia, Saudi Arabia, Turkey, the Organization of Islamic Cooperation, etc.

I. Cooperation with International Organizations

Cooperation with the World Intellectual Property Organization

The Eurasian Patent Office and WIPO maintain a constant dialogue at the executive and examiner levels on a wide range of issues, including the implementation of projects and the enhancement of examination for the EAPO member states and their offices and innovators. Both in-person and online meetings were held in 2022.

The Eurasian Patent Office and WIPO, within their competence, pursue similar fundamental goals and objectives. In addition to general activities related to enhancing the attractiveness of IP services, the main areas of work were implemented in the activities of the Eurasian Patent Office, with support from the member states as medium-term strategic objectives for the development of the global IP system. In the area of the development of IP ecosystems, an action plan was developed to improve the IP management competencies of technoparks. The digital vector of development is being implemented via the modernization of the information systems of the Eurasian Patent Office, taking into account modern integration technical capabilities, and through an ambitious initiative to build a unified informational and expert examiner space in the Eurasian region. The Eurasian Patent Office is making efforts to support young people: it implements its own projects aimed at young inventors and future IP specialists and supports similar initiatives by partner organizations.

WIPO, for its part, supports the Eurasian Patent Office’s activities in the region and is focused on the implementation of a multilateral approach and on contribution to development of IP systems at all levels.

WIPO Assemblies

A Eurasian Patent Office delegation participated in the 63^th series of meetings of the WIPO Assemblies (July 14–22, 2022, Geneva). Grigory Ivliev, President of the Eurasian Patent Office, expressed support for the statements of the Russian Federation and the Republic of Belarus regarding the unilateral, illegitimate measures related to IP which have been adopted by a number of states. It was emphasized that the various kinds of “freezes” which have been initiated contradict international law, are purely destructive, and constitute a failure to fulfill international obligations assumed by the states. Sanction measures destroy the existing system and induce legal uncertainty for the global system for the enforcement of the legitimate rights and interests of rights holders and applicants.

On the sidelines of the Assemblies, meetings were held with WIPO executives to discuss promising areas of cooperation. Many of the agreements reached were implemented in 2022. Following a meeting with Daren Tang, Director General, the Protocol to the inter-office agreement of 1997 was prepared to broaden interaction. The WIPO information system WIPO Translate has been implemented in the Eurasian Patent Office for automated translation. There are plans to further expand the IT interaction between the Eurasian Patent Office and WIPO.

Hasan Kleib, Deputy Director General, and Habip Asan, Director of the Division for Transition and Developed Countries concluded an agreement for strengthening cooperation between the Eurasian Patent Office and WIPO Academy and for supporting educational initiatives and Summer Schools on IP issues. Moreover, Grigory Ivliev and Hasan Kleib discussed the expediency of arranging a meeting of all regional organizations under WIPO’s umbrella in 2023 to discuss the prospects for the development of regional IP registration systems.

Following a meeting with Lisa Jorgenson, Deputy Director General, a large-scale program of training events on the PCT system was implemented for both examiners of the Eurasian Patent Office and the national IP offices and for a wide audience of users. The webinars covered the use of the ePCT and PATENTSCOPE systems, legal and procedural issues involved in operating as an International Searching Authority and International Preliminary Examining Authority, and the filing of international applications and their entry to the national or regional phase.

Grigory Ivliev and Binying Wang, Deputy Director General of WIPO, discussed the prospects of the EAPO’s accession to the Hague System for the International Registration of Industrial Designs. Consultations were then held concerning the legal issues of the forthcoming accession.

Following a meeting with Marco Aleman, Assistant Director General, an action plan was developed for a pilot project to expand the capabilities of technoparks in the commercialization of the results of intellectual activity. In addition, proposals were prepared to implement the Memorandum on the alternative IP related dispute resolution concluded between the EAPO and WIPO. It is planned to arrange an international event to discuss initiatives aimed at improving regional IP dispute resolution.

Beginning of the Eurasian Patent Office’s operation as an International Searching Authority and International Preliminary Examining Authority under the PCT

On July 1, 2022, the Eurasian Patent Office began operating as an International Searching Authority (ISA) and International Preliminary Examining Authority (IPEA) under the PCT. The Eurasian Patent Office has already started processing the first applications received for international patent search and international preliminary examination.

Daren Tang congratulated the Eurasian Patent Office on achieving the status of International Searching Authority: “Obtaining the status of an ISA confirms the high level of importance of the Eurasian Patent Office within the WIPO system. The Eurasian Patent Office unites applicants in the territory of 9 time zones. It is one of the largest organizations among those represented.”

The Eurasian Patent Office became the 24^th International Authority under the PCT system. ISA/IPEA status is assigned only to offices that meet high international quality standards in terms of patent search and patent examination.

The Eurasian Patent Office’s attainment of this status enables applicants from the Eurasian countries to pass through all stages of international application examination in their regional offices. The Eurasian Patent Office’s operation as an international authority will have a positive impact on increasing the attractiveness of the PCT system in the Eurasian region and will contribute to the further development and strengthening of the global patent system. In 2022, the Eurasian Patent Office was recognized as a competent ISA and IPEA by the offices of 7 states (Belarus, Russia, Tajikistan, Armenia, Kyrgyzstan, Azerbaijan, and Turkmenistan).

The Eurasian Patent Office took part in the 15^th session of the PCT Working Group (October 3–7, 2022) in its new status and put forward an initiative to approve official Russian translations of a series of standard forms used in the international phase of the PCT procedure. The International Bureau of WIPO supported the proposal. The translations are planned to be prepared in the near future and approved in order to unify interaction with applicants and improve the convenience of the operation of offices and the users of the PCT system using Russian.

In its new status, the Eurasian Patent Office has also joined the PCT Minimum Documentation Task Force, whose main mandate is to undertake a comprehensive review of the patent and non-patent literature used in international search. On November 14–18, 2022, a delegation from the Office participated in discussions and delivered its position on the use of a single repository for patent documentation exchange based on WIPO services.

Participation in the Meetings of WIPO Committees and Working Groups

The Eurasian Patent Office has traditionally taken an active position in the meetings of WIPO’s dedicated working groups and monitors trends and international experience in the development of patent law and examination practices.

In 2022, representatives of the Eurasian Patent Office attended meetings of the following WIPO Committees and Working Groups: the 53rd session of the IPC Committee of Experts (February 24–25, 2022), the 45^th session of the Standing Committee on the Law of Trademarks, Industrial Designs and Geographical Indications (March 28–30, 2022), the 47^th and 48^th sessions of the IPC Revision Working Group (May 9–13, 2022 and November 7–11, 2022), the 28^th session of the Committee on Development and Intellectual Property (May 16–20, 2022), the 15^th session of the Advisory Committee on Enforcement (August 31–September 2, 2022), the 15^th session of the PCT Working Group (October 3–7, 2022), the 10^th session of the Committee on WIPO Standards (November 21–25, 2022), the 45^th session of the Intergovernmental Committee on Intellectual Property, Genetic Resources, Traditional Knowledge and Folklore (December 5–9, 2022), the 34^th session of the Standing Committee on the Law of Patents (September 26–30, 2022), and the 11^th session of the Working Group on the Legal Development of the Hague System for the International Registration of Industrial Designs (December 12–14, 2022).

In addition, the Eurasian Patent Office took part in the 5^th and 6^th sessions of the WIPO Conversation on Intellectual Property and Frontier Technologies (April 5–6 and September 21, 2022), which were devoted to the exchange of experience in the use of artificial intelligence (AI) in administrative processes related to IP and the examination of AI inventions.

Cooperation with the Eurasian Economic Commission (EEC)

On September 26, 2022, a delegation from the Eurasian Patent Office took part in the 10^th International Anti-Counterfeit-2022 Forum in Bishkek (Kyrgyz Republic). The forum was organized by the Cabinet of Ministers of the Kyrgyz Republic, the Eurasian Economic Commission, and the Anti-Counterfeit International Association. Armen Azizyan, Vice-President of the Eurasian Patent Office, spoke at the plenary session of the forum and noted that the expansion of the EAPO’s competence to the regional patenting of industrial designs opens up new prospects for cooperation.

The representatives of the Eurasian Patent Office gave presentations on mechanisms for combating the infringement of intellectual property rights, the Eurasian Patent Office’s information technologies, national dispute resolution mechanisms, and the need for the creation of a Eurasian intellectual property jurisdiction, including the specifics of patenting and registering medicines and active pharmaceutical substances.

On September 30, 2022, Grigory Ivliev, President of the Eurasian Patent Office, had a meeting with Mikhail Myasnikovich, Chairman of the Board of the EEC, in the Moscow office of the Eurasian Economic Commission. The parties discussed promising integration projects in the field of intellectual property: expansion of a list of regional assets – a common Eurasian trademark and utility model, and creation of a Eurasian IP dispute resolution system. Cooperation between the Eurasian Patent Office and EEC within the framework of Eurasian integration and the participation of EEC experts in the discussions of the Working Group on Legal Aspects of the EAPO’s activities were also important topics of the negotiations.

Cooperation with the CIS Executive Council

On August 30, 2022, Grigory Ivliev, President of the Eurasian Patent Office, took part in the 12^th meeting of the Interstate Council on the Issues of Legal Protection and Enforcement of Intellectual Property (MGSIS).

The attendees of the meeting presented information on the development of national regulation for IP protection and measures for the development of national IP systems, combating counterfeit products, and the development of strategic documents and working priorities.

The President of the Eurasian Patent Office expressed the Office’s readiness to continue supporting the CISPATENT project and RSAIP’s international educational projects, and also proposed the inclusion of promising integration projects on the agenda of the next MGSIS meeting: new Eurasian intellectual property subject matters (trademarks and utility models), the creation of a common patent information space, and the need to create a unified legal jurisdiction for intellectual property.

Timur Mansurov, Head of the Scientific and Technical Cooperation and Innovation Office of the Economic Cooperation Department, CIS Executive Committee, presented a paper during the “New Trends in the Legal Regulation of IP in Eurasia under Global Economic and Social Changes” panel discussion, which was arranged by the Eurasian Patent Office within the “Contemporary Issues of Law and Economics in Europe and Asia. Development of Law, Economics and International Humanitarian Cooperation in the Context of Global Climate Change and Digitalization” International Forum of Kutafin Moscow State Law University (MSLU) (September 12–16, 2022, Moscow).

Cooperation with the Organization of Islamic Cooperation (OIC)

On March 3, 2022, Grigory Ivliev, President of the Eurasian Patent Office, had a meeting with Ramazan Abdulatipov, Permanent Representative of the Russian Federation in the Organization of Islamic Cooperation, on the sidelines of Rospatent’s “Intellectual Property – the Capital of the Future” Conference at EXPO 2020 Dubai. The President of the Eurasian Patent Office presented the Eurasian system for the registration of intellectual property rights and its advantages.

On May 19, 2022, a bilateral meeting was held between Grigory Ivliev, President of the Eurasian Patent Office, and Professor Iqbal Choudhary, General Coordinator of the Standing Committee on Scientific and Technical Cooperation of the OIC (COMSTECH) during a visit by a Eurasian Patent Office delegation to the 13^th Russia – Islamic World: Kazan Summit 2022 International Economic Summit in Kazan (Russian Federation). The parties discussed the advantages of regional systems for the registration of intellectual property rights and prospects for the development of cooperation. Following the discussion, an agreement was reached to conclude a memorandum of understanding on bilateral cooperation. In 2022, the draft memorandum was agreed upon with COMSTECH and prepared for signature.

Cooperation with the African Regional Intellectual Property Organization (ARIPO)

A Eurasian Patent Office delegation was invited by the African Regional Intellectual Property Organization (ARIPO) to participate in the 46^th session of its Administrative Council, which was held in Maputo, Republic of Mozambique on November 21–25, 2022.

The President of the Eurasian Patent Office spoke at the opening ceremony of the session. He noted the importance of conserving the long-standing friendship and tradition of cooperation existing between the two regional organizations and expressed his intent to promote common projects for the benefit of the member states, their innovators, and their offices.

During a bilateral meeting with Bemanya Twebaze, Director General of the ARIPO, Grigory Ivliev proposed the arrangement of regular participation of representatives of the organizations in the events and conferences held by the ARIPO and the Eurasian Patent Office to present the advantages of regional systems for the protection of intellectual property. Grigory Ivliev also presented Bemanya Twebaze a draft plan for the cooperation of the organizations for the practical implementation of the interdepartmental Memorandum of 2000. The ARIPO Director General highly appreciated the proposals and expressed confidence in continued effective cooperation between the regional organizations of Eurasia and Africa.

Cooperation with the African Intellectual Property Organization (OAPI)

On the sidelines of the meeting of the ARIPO Administrative Council, a meeting was held with Denis Bohoussou, Director General of the African Intellectual Property Organization (OAPI). The main topic of the discussion was the organization’s long-term experience with trademarks. The President of the Eurasian Patent Office presented a long-term cooperation plan to the OAPI Director General, which includes the most important areas, including a bilateral meeting of the heads of the organizations, examiner internships, exchange of experience and data, and joint webinars.

II. Bilateral Cooperation

Grigory Ivliev made visits to the EAPO member states after he assumed the position of President of the Eurasian Patent Office to deliver the Office’s program and key priorities.

On March 22, 2022, the President of the Eurasian Patent Office had a meeting with Akylbek Japarov, Chairman of the Cabinet of Ministers of the Kyrgyz Republic in Bishkek (Kyrgyz Republic). Initiatives for the development of the EAPO, improving the efficiency of the Eurasian Patent Office, as well as plans for the development of cooperation with the Kyrgyz Republic within the framework of the EAPO were presented at the meeting. Particular attention was paid to the advantages of regional systems for the registration of IP rights, the initiative to create a common Eurasian trademark, the joint use of digital platforms for the activities of the regional patent offices, and the transition to the use of 3D technologies in the offices.

On April 27, 2022, the President of the Eurasian Patent Office had meetings with the leadership of the Government of the Republic of Belarus, which were held during the visit of the Eurasian Patent Office delegation to the "Intellectual Property in Belarus. NCIP – 30 Years" forum. Initiatives on the development of the Eurasian Patent Office and Eurasian integration were presented to Roman Golovchenko, Prime Minister of the Republic of Belarus. Following the meeting, the Prime Minister expressed support for the main trends of Eurasian integration in the area of intellectual property.

The prospects of introducing a common Eurasian trademark, the expansion of training programs, support for technoparks, and measures to stimulate inventive activity were discussed with Leonit Zayats, Deputy Prime Minister of the Republic of Belarus. The parties additionally discussed the feasibility of creating a Eurasian legal jurisdiction for intellectual property.

Grigory Ivliev held discussions with Tulkin Abdusattarov, Deputy Minister of Justice of the Republic of Uzbekistan, and Bakhodir Sagdullaev, Head of the Intellectual Property Center. The parties exchanged information on the latest achievements of the offices, and Grigory Ivliev presented information on the advantages of the Eurasian Patent System and plans for its further development and drew attention to the need for raising user awareness of the regional protection system. An agreement was reached on the further development of bilateral cooperation.

The Eurasian Patent Office actively worked with the world’s leading patent offices throughout 2022. A videoconference was held between the President of the Eurasian Patent Office and Shen Changyu, Commissioner of the China National Intellectual Property Administration. Shen Changyu expressed his willingness to develop cooperation to render better quality services for applicants and congratulated the Eurasian Patent Office on obtaining the status of an International Authority under the PCT.

As a result of the meeting, agreements were reached to transfer the PPH program from the pilot format to a permanent basis and to extend it to international work products that are being prepared by both offices as International Authorities under the PCT. In addition, the parties decided to expand the exchange of patent information and to arrange an examiner dialogue on issues of mutual interest.

On the sidelines of the WIPO Assemblies, Grigory Ivliev, President of the Eurasian Patent Office, met with Unnat P. Pandit, Comptroller General of the Indian Patent, Industrial Designs and Trademarks Office. The President of the Eurasian Patent Office presented information on the Eurasian patent system and its advantages. The promotion of the Eurasian system for the registration of intellectual property rights among users from India was also discussed. A draft Memorandum of Understanding regarding a Patent Prosecution Highway (PPH) pilot program was prepared. The draft document is currently undergoing approval by the Indian side. Preparations for the signature of an agreement on access to the Traditional Knowledge Digital Library (TKDL) of India are proceeding to completion. The TKDL is the largest database containing information on Indian traditional knowledge (Ayurveda, Unani, Siddha, Sova Rigpa, Yoga, etc.) used by patent examiners.

Grigory Ivliev, President of the Eurasian Patent Office, held a bilateral meeting with Claudio Vilar Furtado, President of the National Institute of Industrial Property (INPI) of Brazil. The Eurasian patent system and its capabilities and advantages were presented to the Brazilian party. A draft Memorandum of Understanding on the PPH pilot program was prepared as a result of the discussions.

The Turkish Patent and Trademark Office was informed about the Eurasian patent system at a meeting held between Grigory Ivliev, President of the Eurasian Patent Office, and Cemil Başpinar, President of the Turkish Patent and Trademark Office. Special attention was paid to the possibility of obtaining a common patent for an industrial design and the start of the Eurasian Patent Office’s operation as an ISA and IPEA under the PCT. The President of the Eurasian Patent Office proposed the holding of seminars, consultations, and meetings in order to raise Turkish users’ awareness of the regional protection system. As a result of the meeting, a draft bilateral Memorandum of Cooperation between the offices was prepared.

In 2022, a number of meetings were held between Grigory Ivliev, President of the Eurasian Patent Office, and Abdulaziz Al Suailem, Chief Executive Officer of the Saudi Intellectual Property Office of the Kingdom of Saudi Arabia (SAIP). Particular consideration was given to initiatives for the arrangement of expert dialogue and holding seminars, consultations, and meetings aimed at raising public awareness of the benefits of patenting. A draft Memorandum of Cooperation was prepared as a result of the discussions. As part of the PCT Committee for Technical Cooperation (October 2022), the Eurasian Patent Office supported the appointment of the SAIP as a new International Searching Authority under the PCT. The final decision will be made by the PCT Assembly in 2023.

In October, a Eurasian Patent Office delegation had a meeting with representatives of the Directorate General for Intellectual Property of Indonesia. The parties noted the importance of increasing young people’s awareness of the institute of intellectual property. An agreement was reached to conclude an interdepartmental Memorandum, including cooperation on issues related to examination, holding training events, mutual participation in events, and cooperation to support young inventors.

On the sidelines of the session of the Administrative Council of the African Regional Intellectual Property Organization (ARIPO), bilateral meetings were held with John Onyango, Head of the Industrial Property Institute of Kenya, and Roodradeo Bhugwant, Permanent Secretary of the Ministry of Foreign Affairs, Regional Integration, and International Trade of Mauritius. The President of the Eurasian Patent Office discussed possible ways to enhance cooperation between the Eurasian Patent Office and the patent offices and residents of African states. The key issue of the meetings was to raise public awareness of the Eurasian system for the registration of intellectual property rights.

III. Participation in International Forums, Conferences, and Other Events

In 2022, the Eurasian Patent Office’s most important task was the presentation of new initiatives and strategic areas of the EAPO’s development to state agencies, professional communities, and the general public. New priorities in the activity of the Eurasian Patent Office were presented to the participants of various business and legal events.

Grigory Ivliev presented initiatives for the development of the organization and key indicators of cooperation with the Republic of Belarus within the EAPO at the opening of the "Intellectual Property in Belarus. NCIP – 30 Years" forum (April 27–29, 2022, Minsk). At another forum held in Minsk, the 2nd International Scientific and Practical Conference "Intellectual Property in the Modern World: Challenges of the Time and Prospects for Development" (October 20, 2022), the President of the Eurasian Patent Office spoke about the EAPO’s integration projects and emphasized the creation of a common Eurasian patent information space for the organization’s member states to overcome current challenges.

On September 29, 2022, Grigory Ivliev, President of the Eurasian Patent Office, spoke at the 26^th International Scientific and Practical Conference of Rospatent (Moscow). It was noted that Eurasian integration would not contradict the national goal of achieving technological sovereignty. On the contrary, the implementation of a positive agenda for the development of the Eurasian IP system will contribute to the technological and economic development of all EAPO member states.

Emil Mammadov, Vice-President of the Eurasian Patent Office, outlined the current state of affairs and the priorities for the development of the EAPO as a successful Eurasian regional integration project at the 14^th International Forum of the Chamber of Commerce and Industry of the Russian Federation, "Intellectual Property. 21st Century," which was held in Moscow on April 27, 2022.

Emil Mammadov also took part in the "Intellectual Property: Development Trends, Judicial Practice, Issues, and Solutions" conference of the Association of European Business (May 25, 2022, Moscow), where he presented initiatives for the development of the organization, with a focus on the goals and principles of the functioning of the common examiner information space which has been proposed for the region.

The subject of intellectual property was also addressed at the Saint Petersburg International Economic Forum, one of the most important economic events. In 2022, the program of the forum was directed at the youth audience. Grigory Ivliev, President of the Eurasian Patent Office, appeared at the "Invent, Communicate and Initiate. How to Earn Money on Developments, Implement Borrowed Ones, and Protect Interests?" session, where he spoke to young entrepreneurs, researchers, and representatives of startups about the importance of intellectual property protection and the possibilities of using the Eurasian patent system to build and scale businesses.

Eurasian integration in intellectual property was also discussed at a series of forums dedicated to law and jurisprudence.

On June 30, 2022, the "Russia and Eurasia: Common Patent Space" subpanel, arranged by the Eurasian Patent Office and Rospatent, took place at the 10^th Saint Petersburg International Legal Forum (Saint Petersburg). The participants discussed the development of the supranational intellectual property protection system on a regional scale, with a single court and arbitration. In addition, an initiative was put forward to establish an association of Eurasian patent attorneys.

Grigory Ivliev, President of the Eurasian Patent Office spoke about regional aspects of legislation, the development of law, and law enforcement in his speeches at the Eurasian Legal Congress (June 9–10, 2022, Yekaterinburg) and the 5^th International Modern Problems of Law and Economics of Europe and Asia Legal Forum (September 13–16, 2022, Moscow).

International Exhibitions

Throughout the year, the Eurasian Patent Office pursued the expansion of its range of applicants from both the EAPO member states and from other countries and regions of the world which have great potential for using the Eurasian patent system.

On March 3, 2022, Grigory Ivliev, President of the Eurasian Patent Office, took part in the ceremonial opening of the Russian "Intellectual Property – Capital of the Future" Stand at EXPO 2020 Dubai. The Russia and Eurasia: Common Patent Space subpanel was organized with the participation of the Plenipotentiary Representatives of Armenia, Belarus, and Tajikistan in the EAPO and of Andrey Solonovich, Deputy Head of Rospatent. At EXPO 2020, Grigory Ivliev visited the pavilions of all EAPO member states, familiarized himself with the expositions presented, and held a series of meetings aimed at expanding cooperation with the EAPO member states.

The Eurasian Patent Office supported "Archimedes – 2022," the 25^th Moscow International Salon of Inventions and Innovative Technologies (March 29–31, 2022, Moscow). Grigory Ivliev, President of the Eurasian Patent Office, took part in the opening ceremony of the salon. Visitors to the event were able to thoroughly learn about the activities of the Eurasian Patent Office at the office’s stand, and the Eurasian Patent Office’s approaches to the examination of IT inventions were presented during the "Management of IP Rights, or How to Make Intellectual Property Work" scientific and practical conference.

On May 19, 2022, the President of the Eurasian Patent Office took part in the 13^th "Russia — Islamic World: KazanSummit 2022" International Economic Summit (Kazan, Russian Federation). At a special session dedicated to patent analysis, Ivliev called on the Islamic countries to make more active use of the Eurasian patent system. On the sidelines of the event, he held discussions with the leadership of the Committee for Scientific and Technical Cooperation of the Organization of Islamic Cooperation (COMSTEC OIC) on the development of full-scale cooperation between the OIC and the EAPO.

Digitalization and the provision of patent information and patent analytical services by industrial property offices were other important topics that the Eurasian Patent Office discussed at a series of international forums.

On April 28, 2022, the 4^th International Conference of Rospatent on Digital Transformation, Digital Ecosystem of Intellectual Property, was held in Moscow, Russian Federation. In his speech at the event, Grigory Ivliev, President of the Eurasian Patent Office, outlined the existing level of interaction between the patent offices of the Eurasian region on the digital agenda and specified the needs for the creation of a common Eurasian information and patent space based on the integration of the offices’ digital services.

In his introduction at the "2 Days of Patent Analytics" international scientific and practical conference (Moscow, Russian Federation, September 28–30, 2022), Grigory Ivliev noted the importance of patent analytics in the intellectual property ecosystem, spoke on the consideration paid by the Eurasian Patent Office to dealing with patent information resources, and outlined the status and prospects for the development of regional cooperation in this area.

A Eurasian Patent Office delegation headed by Armen Azizyan, Vice-President of the Office, took part in the 9^th Forum of the regions of Belarus and Russia, which was held in Grodno, Republic of Belarus, on June 30–July 1, 2022. On the first day of the forum, at the "Development of Network of Technology and Innovation Support Centers in Belarus" seminar, Armen Azizyan spoke about the Eurasian Patent Office’s activities for providing access to technical knowledge and opportunities to improve the efficiency of the use of patent information, and Denis Zastavniy, Head of the Office’s Patent Information and Automation Department, presented an overview of the Eurasian Patent Office’s capabilities for electronic interaction with applicants at all stages of the Eurasian patent procedure and its information and search resources. On the second day of the event, Armen Azizyan attended the "Common Scientific and Technological Space of Russia and Belarus as a Driver for Global Competitiveness and the Security of the Union State" panel session.

The Eurasian Patent Office’s digital resources were also presented at the 1st Congress of Technology and Innovation Support Centers of the Republic of Belarus, which was held in Minsk, Republic of Belarus, on November 30, 2022.
