ACTIVITIES OF THE EAPO ADMINISTRATIVE COUNCIL
In 2021, the Eurasian Patent Organization’s Administrative Council held three meetings, and the Budget Working Group of the EAPO Administrative Council held one meeting.
Thirty-seventh (tenth extraordinary) meeting of the EAPO Administrative Council
On April 12, 2021, the Eurasian Patent Organization’s Administrative Council held its thirty-seventh (tenth extraordinary) meeting via videoconference.
The need to hold an extraordinary EAPO Administrative Council meeting arose from the entry into force of the Protocol on the Protection of Industrial Designs to the Eurasian Patent Convention (the Protocol) on March 17, 2021.
On the day of the extraordinary meeting of the EAPO Administrative Council, the Protocol entered into force in the Republic of Kazakhstan, the fifth EAPO member state to ratify it.
The thirty-seventh (tenth extraordinary) meeting of the EAPO Administrative Council was attended by delegations from all EAPO member states: the Republic of Armenia, the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and Turkmenistan.
Following consideration by the EAPO Administrative Council, the States party to the Protocol approved Part II "Industrial Designs" of the Patent Regulations under the Eurasian Patent Convention and the EAPO Statute on Fees for legally significant and other actions performed in relation to Eurasian industrial design applications and Eurasian industrial design patents. For this, the EAPO Administrative Council also approved amendments and addenda to the existing Patent Regulations under the Eurasian Patent Convention (EAPC) and the EAPO Statute on Fees. All approved acts and amendments took effect from April 12, 2021.
The decision of President of the Eurasian Patent Office Saule Tlevlessova on the start of the receipt of Eurasian industrial design applications from June 1, 2021 was also announced at the EAPO Administrative Council meeting.
At the meeting, the EAPO Administrative Council also approved a decision to award the V.I. Blinnikov Gold Medal “For Promoting Invention and Patent Practice” to Zhenishbek Turgumbayev, Doctor of Technical Sciences, Professor, Academician of the International Academy of Transport, Professor of the Department of Mechanics and Industrial Engineering of the I. Razzakov Kyrgyz State Technical University (Kyrgyz Republic).
Thirty-eighth (eleventh extraordinary) meeting of the EAPO Administrative Council
The Eurasian Patent Organization’s Administrative Council held its thirty-eighth (eleventh extraordinary) meeting at the EAPO headquarters, Moscow, Russian Federation, on August 9–10, 2021.
The event drew participation from all EAPO member states: the Republic of Armenia, the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and Turkmenistan.
The EAPO Administrative Council held the election of the President of the Eurasian Patent Office as part of its thirty-eighth (eleventh extraordinary) meeting.
Grigory Ivliev, Head of the Federal Service for Intellectual Property (Russian Federation), was elected the next President of the Eurasian Patent Office.
Thirty-ninth (twenty-eighth ordinary) meeting of the EAPO Administrative Council
On December 21-22, 2021, the Eurasian Patent Organization’s Administrative Council held its thirty-ninth (twenty-eighth ordinary) meeting in a hybrid format.
The meeting was attended by delegations from the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan.
At the meeting, the EAPO Administrative Council unanimously approved the text of the contract between EAPO and Grigory Ivliev, who was elected to the post of President of the EAPO at the thirty-eighth (eleventh extraordinary) meeting of the EAPO Administrative Council for a six-year term. On behalf of EAPO, the Chairman of the EAPO Administrative Council, plenipotentiary representative of the Republic of Tajikistan in the EAPO Administrative Council Mirzo Ismoilzoda signed the contract with Grigory Ivliev.
Twenty-sixth meeting of the Budget Working Group of the EAPO Administrative Council
On October 28–29, 2021, the Budget Working Group (BWG) of the Eurasian Patent Organization’s Administrative Council held its twenty-sixth meeting via videoconference. It was attended by representatives from the patent offices of all EAPC Contracting States: the Republic of Armenia, the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and Turkmenistan.
Representative of the Kyrgyz Republic Islambek Moidinov, State Secretary of the State Agency of Intellectual Property and Innovation under the Cabinet of Ministers of the Kyrgyz Republic, was elected Chairman of the twenty-sixth meeting of the Budget Working Group of the EAPO Administrative Council.
Following the deliberations, the BWG recommended that the EAPO Administrative Council approve the EAPO’s Annual Report for 2020 and adopt the draft EAPO Budget for 2022.
During the meeting, the BWG also considered the draft of the new edition of the Financial Regulations under the EAPC finalized by the Eurasian Patent Office, taking into account the proposals of the patent offices of the EAPC Contracting States. Following the deliberations, the BWG recommended that the EAPO Administrative Council approve the draft of the new version of the Financial Regulations under the EAPC.
