Activities of the EAPO Administrative Council

Thirty-fourth (Twenty-fifth ordinary) Meeting of the EAPO Administrative Council

The Eurasian Patent Organization’s Administrative Council held its thirty-fourth (twenty-fifth ordinary) meeting in Dushanbe (the Republic of Tajikistan), 22 – 23 October 2018. The event drew participation from the Eurasian Patent Convention (EAPC) Member States: the Republic of Armenia, the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan.

A representative of the World Intellectual Property Organization attended the EAPO AC meeting as an observer.

Mr G.P. Ivliev, Chair of the EAPO Administrative Council, plenipotentiary representative of the Russian Federation and head of the Federal Service for Intellectual Property, presided over the meeting.

The meeting addressed EAPO's current operations and prospects of advancement within the Organization. Among its main resolutions, the Administrative Council approved EAPO's annual report for 2017, the Organization’s budget for 2019 and a series of amendments and addenda to the following EAPO's regulatory documents with effect from 1st January 2019:

• the Patent Regulations under the Eurasian Patent Convention;
• the Statute on Fees of the Eurasian Patent Organization;
• the Administrative Regulations under the Eurasian Patent Convention, and
• the Rules of Procedure of the EAPO Administrative Council.

In a landmark development, the Eurasian Office’s Administrative Council adopted, as a result of its deliberations, the draft Protocol on the Protection of Industrial Designs under the Eurasian Patent Convention. The document was drafted by the working group comprising representatives of EAPC member states, established by the Eurasian Patent Office.

The EAPO Administrative Council also endorsed the signing by EAPO President S. Tlevlessova of a number of EAPO’s international treaties, including

• the Memorandum of Understanding on Patent Prosecution Highway Programme and the Intellectual Property Data Exchange Agreement between the EAPO and the State Intellectual Property Office of the People’s Republic of China;
• the Memorandum of Understanding between the EAPO and China National Intellectual Property Administration (People’s Republic of China);
• the Memorandum of Understanding between the EAPO and the European Patent Office on Bilateral Cooperation;
• the Memorandum of Understanding on Bilateral Cooperation between the Eurasian Patent Office and the Korean Intellectual Property Office, and the Memorandum of Understanding between the Eurasian Patent Office of the Eurasian Patent Organization and the Korean Intellectual Property Office of the Republic of Korea on the Patent Prosecution Highway.

The EAPO Administrative Council heard, at one of its meetings, a presentation on the award of the V.I. Blinnikov Gold Medal “For Promoting Invention and Patent Practice” to an individual and an entity representing the states party to the EAPC as follows:

• Dr V.D. Darovskikh, Ph.D., Associate Professor of Automation and Robotics with the Kyrgyz I. Razzakov State University of Technology (Kyrgyz Republic);
• «Metallurgy Research Institute» under the State Unitary Enterprise «Tajik Aluminum Company» (Republic of Tajikistan).

The EAPO Administrative Council has resolved that the regular meeting of the Administrative Council of EAPO in 2019 will be held in the city of Astana, the Republic of Kazakhstan.

Twenty-third Meeting of the EAPO Administrative Council’s Budget Working Group

The Budget Working Group of the Eurasian Patent Organization's Administrative Council held its twenty-third session in Moscow, Russian Federation, 17-18 September 2018. It drew the attendance of representatives from the national IP Offices of all the EAPC Member States.

EAPO President S. Tlevlessova made an opening address. Mr A. Abgaryan, Head of State Registers Department in the Intellectual Property Agency under the Ministry of Economic Development and Investments of the Republic of Armenia chaired the BWG's twenty-third meeting.

Following the deliberations, the Budget Working Group of the EAPO Administrative Council recommended that the EAPO annual report for 2017 be approved by the EAPO AC. It also recommended that the Administrative Council approved EAPO's draft budget for 2019.

Also, in the course of its discussions, the Budget Working Group addressed the preparation of EAPO's financial statements and bringing up to date certain EAPO’s regulatory documents.

The resolutions and recommendations of Budget Working Group were recorded in the session minutes and submitted for review by the EAPO AC at its thirty-fourth (twenty-fifth ordinary) meeting.
