ACTIVITIES OF THE EAPO ADMINISTRATIVE COUNCIL

Thirty-sixth (twenty-seventh ordinary) meeting of the EAPO Administrative Council

On September 10–11, 2020 the thirty-sixth (twenty-seventh ordinary) meeting of the EAPO Administrative Council took place. Representatives of all the Eurasian Patent Organization’s Member States took part in the meeting, including the Republic of Azerbaijan, the Kyrgyz Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Republic of Tajikistan, the Russian Federation, and Turkmenistan.

A representative of the World Intellectual Property Organization participated in the meeting in the capacity of observer.

Plenipotentiary Representative of the Kyrgyz Republic in the EAPO Administrative Council, Chairman of the State Service for Intellectual Property and Innovation under the Government of the Kyrgyz Republic Dinara Moldosheva chaired the EAPO Administrative Council meeting.

The meeting focused on the issues related to the current operations and the prospects of advancement within the EAPO.

Among the decisions taken by the EAPO AC the approval of the EAPO Annual Report for 2019, as well as the adoption of the EAPO Budget for 2021. Amendments and addenda to the EAPO Patent Regulations, the EAPO Statute on Fees, and the EAPO Staff Employment Regulations were approved with effect from January 1, 2021.

Having discussed the domestic procedures for ratification of the Protocol on the Protection of Industrial Designs to the EAPC conducted in the EAPC Contracting States, the EAPO Administrative Council decided to intensify the development of the regional law provisions in the field of legal protection of industrial designs, namely to finalize the drafts of the following acts:

 – Part II "Industrial Designs" of the Patent Regulations under the EAPC ;

 – EAPO Statute on Fees for legally significant and other actions performed in relation to Eurasian design applications and Eurasian design patents.

The EAPO Administrative Council also took the decision to award the V.I.Blinnikov Gold Medal “For Promoting Invention and Patent Practice”:

• to Mir-Ali Baltabaev, Doctor of Medicine, Professor, head of the Department of Dermatovenereology and Phthisiology at the Kyrgyz-Russian Slavic University (Kyrgyz Republic);
• to Leo Bokeria, Academician of the Russian Academy of Sciences, President of the A.N. Bakulev National Medical Research Center of Cardiovascular Surgery of the Ministry of Health of the Russian Federation (Russian Federation);
• to Igor Bochkarev, Doctor of Technical Sciences, Professor, Professor of the Department "Electromechanics" of the Kyrgyz State Technical University named after Ishak Razzakov (Kyrgyz Republic);
• to Turegeldy Sharmanov, Doctor of Medicine, Professor, Academician of the Russian Academy of Sciences, Academician of the National Academy of Sciences of the Republic of Kazakhstan, President of the Kazakh Academy of Nutrition LLP (Republic of Kazakhstan);
• &to Galina Bazhina, PhD in Chemistry, head of the Chemistry Department of the Industrial Property Examination Department of the State Institution "National Center of Intellectual Property” (Republic of Belarus);
• the National Research Center for Epidemiology and Microbiology named after Honorary Academician N.F. Gamaleya of the Ministry of Health of the Russian Federation (Russian Federation);
• the Satbayev University (Republic of Kazakhstan).

The thirty-sixth (twenty-seventh ordinary) meeting of the EAPO Administrative Council paid particular attention to the EAPO’s operations during the active spread of the new coronavirus. In this context, the Office’s capabilities to function in remote mode were noted.

The twenty-fifth meeting of the Budget Working Group (BWG) of the EAPO Administrative Council took place on August 6 – 7, 2020. Representatives of IP offices of the following EAPC Contracting States took part in the meeting: the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan.

Svetlana Shadikova, Head of the Department of Financial and Economic Planning, State Procurement and Logistics of the National Institute of Intellectual Property of the Ministry of Justice of the Republic of Kazakhstan was elected as the Chairman of the twenty-fifth meeting of the Working Group.

Following the deliberations, the Budget Working Group recommended that the EAPO Administrative Council approve the EAPO Annual Report 2019 and adopt the draft EAPO Budget for 2021.

The BWG also considered issues related to the updating of the Financial Instruction to the EAPC.

The BWG resolutions and recommendations were recorded in the minutes of the meeting and submitted for review to the thirty-sixth (twenty-seventh ordinary) meeting of the EAPO AC.
