Annual Report 1999

CONGRATULATION FROM DIRECTOR-GENERAL OF THE RUSSIAN AGENCY FOR PATENTS AND TRADEMARKS

Dear Victor Ivanovich,

On behalf of Rospatent and of organizations under its jurisdiction, and on my own behalf, I cordially congratulate you and through you the entire staff of the Eurasian Patent Office upon this significant date in the life of your organization: 5 years since the day when a new regional patent system that provides invention protection on the bases of a single Eurasian patent started functioning.

Adoption of the Eurasian Patent Convention, which was the result of collective effort on the part of convention member states, is at the core of successful establishment and development of the Eurasian Patent Organization and the Eurasian Patent Office.

Productive collaboration of the Eurasian Patent Office and patent offices of the states party to the Eurasian Patent Convention resulted in relatively fast preparation and approval by the Administrative Council of the key normative documents that formed the foundation of the Eurasian patent legislation. Among the most important of these are the Patent Regulations under the Eurasian Patent Convention, Statute of Fees Charged by the Eurasian Patent Organization, and the Administrative Regulations under the Eurasian Patent Convention.

I want to emphasize that at the base of the foundation of the Eurasian Patent Organization was the small but strong-knit Rospatent team that you headed. This is why the plenipotentiary representatives of the states party to the Eurasian Patent Convention unanimously elected you to the post of President of the Eurasian Patent Office at the first meeting of the Administrative Council.

You and your colleagues accomplished a major job during the last five years that resulted in a successful completion of the establishment stage of the Eurasian patent system and allowed it to become fully functional.

I also want to remark on a major contribution by you personally, dear Victor Ivanovich, on the post of the Head of the Eurasian Patent Office you occupy, towards successful functioning of the Eurasian patent system and the Eurasian Patent Office.

Let me to wish you and your staff further successes in the business of developing the Eurasian patent system, the Eurasian Patent Organization, and the Eurasian Patent Office for the benefit of all states party to the Eurasian Patent Organization, and to wish all of you good health, success in work, happiness, and joy in this anniversary year.
