On November 11-13, 2014, the XXVIII session of the Administrative Council of the Eurasian Patent Organization (EAPO Administrative Council) was held at the EAPO headquarters.

The session was attended by the plenipotentiary representatives of the Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Russian Federation, Republic of Tajikistan, Turkmenistan, as well as members of the delegations of the Republic of Kazakhstan and Russian Federation. Michal Svantner, Director, Department for Transition and Developed Countries, World Intellectual Property Organization attended the session in observer’s capacity. The session was chaired by Ata Annaniyazov, Chairman of the EAPO Administrative Council and plenipotentiary representative of Turkmenistan.

The session reviewed and approved EAPO Annual Report 2013 and adopted EAPO Budget for 2015. As part of the discussions of EAPO Budget 2015 it was decided to hold a regional seminar in 2015 in Turkmenistan.

The session reviewed a number of questions in relation to making amendments and additions to EAPO Normative Legal Acts. In particular, the EAPO Administrative Council decided to make amendments and additions to Patent Regulations under the Eurasian Patent Convention and Statute on Fees of the Eurasian Patent Organization and Administrative Regulations under the Eurasian Patent Convention, which are aimed at further improvement of substantive and procedural rules of the Eurasian patent legislature. The agreed amendments and additions to Patent Regulations under the Eurasian Patent Convention and Statute on Fees of the Eurasian Patent Organization will enter into force on January 1, 2015, and amendments to Administrative Regulations under the Eurasian Patent Convention will enter into force after their approval by the EAPO Administrative Council.

The EAPO Administrative Council took into consideration the information on the EAPO activity in the area of information technologies and approved the EAPO work on development of the typical project with alternative variants of electronic filing of Eurasian applications through national patent offices of the EAPO Member-States and electronic exchange between national patent offices and EAPO.

The EAPO Administrative Council approved the decision to award representatives of the EAPO Member-States with V.I. Blinnikov Gold medal “For the Contribution to Inventive and Patent Activities”.

The EAPO Administrative Council unanimously elected:

Chairman of the EAPO Administrative Council – Abzal Yestayev – plenipotentiary representative of the Republic of Kazakhstan;

Deputy Chairmen – Petr Brovkin, plenipotentiary representative of the Republic of Belarus, and Jamshed Kurbonov, plenipotentiary representative of the Republic of Tajikistan.


 

The next ordinary session of the EAPO Administrative Council is scheduled to be held in November 2015, in Moscow.
