On July 4-5, 2017 a regional seminar on Patent Analytics, jointly organized by the World Intellectual Property Organization (WIPO), the Eurasian Patent Organization (EAPO) and the State Service of Intellectual Property and Innovation under the Government of the Kyrgyz Republic (Kyrgyzpatent), was held at Issyk Kul, the Kyrgyz Republic.

Representatives of all the EAPO member states, delegates from Moldova, Uzbekistan and Estonia took part in the seminar. Along with the management and staff members of the patent offices, representatives from state authorities, enterprises and industry associations of the Kyrgyz Republic as well attended the seminar.

The seminar was focused on patent analytics with in-depth consideration of issues related to patent research and the preparation of patent landscape reports. Lecturers at the seminar were representatives of WIPO, the Eurasian Patent Office (EAPO), Rospatent, and the research company One World Analytics (United Kingdom).

The delegation of the Eurasian Patent Office at the seminar was led by EAPO President S. Tlevlessova, who delivered a welcome speech at the opening of the event and discussed issues of cooperation with the Chairman of Kyrgyzpatent D.A. Esenaliev at a bilateral meeting.

A.V. Kondrat, Head of the Workflow Organization and Control Division, Examination Department, presented the EAPO reports. In his speech Mr. Kondrat reviewed in detail the issues of preparation and use of patent statistics in EAPO, as well as the means of the Eurasian Patent Information System EAPATIS applicable for patent analysis.

Of particular interest to the audience were the reports presented by WIPO and its partner company One World Analytics. For more than six years, WIPO has been ordering the preparation of patent landscapes in the most socially important areas of technology under the Development Agenda project “Developing Tools for Access to Patent Information”: environmental protection, health, food safety, climate change. Moreover, WIPO is actively engaged in methodological support and promotion of the implementation of such studies around the world. A distinctive feature of WIPO’s patent landscape technologies presented at the seminar was the use of free data sources, as well as open source software for data processing and visualization of results.

The representative of Rospatent presented the experience of the Russian patent office for creation of patent landscapes for the use by government authorities and large companies in Russia. The issues of commercialization of technologies of patent studies were examined, and high demand for such studies by large business was noted.

By the completion of the seminar, delegates from the patent offices of the region delivered short reports on the experience of use of patent statistics and analysis by their respective offices.
