Support the EAPO initiatives to develop Eurasian integration in the field of intellectual property is the primary outcome of the meeting of the Committee on Science, Education and Culture of the Federation Council of the Russian Federation.

The visiting meeting of the Committee took place today, November 18, 2022, at the headquarters of the Eurasian Patent Organization (EAPO) in Moscow.


— The development of the institution of intellectual property is the essential factor for increasing the competitiveness of the regions and the whole country, — said Liliya Gumerova, Chairman of the Committee. — Being also the Chairman of the Permanent Commission of the CIS Interparliamentary Assembly on Science and Education, I am ready to discuss intellectual property issues in the Eurasian space, including the legislative component, with colleagues in this body.


According to the senator, the joint work of the Federation Council with Rospatent is carried out in a very constructive way, so we can hope that this mood for effective work will be maintained on the Eurasian scale. She also stressed the close attention paid personally to the development of the IP sphere by the Chairman of the Federation Council Valentina Matviyenko, this helped to facilitate important steps to improve IP institutions.


Yury Zubov, head of Rospatent, spoke about the active participation of the Russian national patent office – the Federal Service for Intellectual Property of the Russian Federation – in the development of the Eurasian IP protection system. Today, Rospatent provides the EAPO with its technologies for processing applications with 3D models, conducts research work on regional Eurasian topics, and assists in internships and professional training of specialists. The Federal Institute of Industrial Property (FIPS) cooperates with EAPO in the area of patent search, and also participates in educational and business events of the Office.

Eurasian patent attorney, head of patent practice at Gorodissky & Partners, Yuri Kuznetsov, stressed the need to create a self-regulating Eurasian association of patent attorneys, which would take on both the formulation of requests for the improvement of the regional IP protection system and the promotion of the IP institution.


— It is important that the status of a patent attorney has changed. We are no longer considered just as specialists providing legal services for the registration of IP. States and the EAPO see patent attorneys as partners who can and want to help develop the IP institution and promote IP. And we are ready for this activity. Naturally, at the Eurasian level, it will be much easier to do this with the help of an association,” Yury Kuznetsov explained.

EAPO President Grigory Ivliev presented to the Committee members, senators of the Russian Federation all the advantages of the Eurasian IP registration system, noting that the key issues today are attracting new states to the EAPO, expanding the list of regional IP subjects with Eurasian trademark and utility model, as well as creating a Eurasian system of IP disputes resolution.

— The EAPO integration agenda is in line with the national interests of the states of the Eurasian region. Our common task is to most effectively realize the huge scientific, industrial and technological potential that our countries have. To do this, we need to use all available national and supranational instruments. I am sure that by joint efforts we will make national and regional IP systems more efficient,” Grigory Ivliev summed up.

As a result of the field meeting, the Committee of the Federation Council supported the EAPO initiatives to develop Eurasian integration in the area of IP. The senators supported the prospect of creating an association of Eurasian patent attorneys, as well as joint initiatives of the Eurasian Patent Office and Rospatent on education, professional training of IP specialists and support for young talents.
