This statement was made by EAPO President Grigory Ivliev at the celebration of the 30th anniversary of the Eurasian patent system. It was attended by the Plenipotentiary Representatives of the EAPO Member States, CIS Deputy Secretary General Ilhom Nematov, and Deputy Minister of Foreign Affairs of the Russian Federation Alexander Pankin.

The Eurasian Patent Organization was founded for the legal protection of industrial property in Eurasia in 1994. Currently, inventors and entrepreneurs from all over the world can obtain patents for their inventions and industrial designs in 8 Eurasian countries at once: Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan.

According to EAPO President Grigory Ivliev, a comprehensive regional patent system, that meets modern requirements in the field of examination and information technology, has been created over the past 30 years. It unites users from 133 countries. More than 70,000 applications have been filed so far.

“Despite the global geopolitical environment, the filings and maintenance rates of Eurasian patents remain stable. The Eurasian Patent Office granted 3,787 patents in 2023, which is a record for the entire period of the Office’s functioning (+27% compared to 2022). A positive trend is an increase in the activity of applicants from the EAPO Member States. The number of patents granted increased by almost 50% compared to the last year and amounted to 25.4% of the total number of patents granted. The activity of patent owners from China also increased by 23%,” Grigory Ivliev stated.

The Eurasian Patent Office has enhanced its status in the PCT international patent system. It provides services to Eurasian applicants at all stages of international patent application processing. The Eurasian Patent Office has obtained a Certificate of Conformity of the EAPO Quality Management System to the requirements of EN ISO9001:2015. Thus, the Office has verified the global standard of quality throughout the entire application processing procedure.

“The Eurasian patent system is constantly evolving. This is demonstrated by the establishment of the Eurasian system for legal protection of industrial designs in 2019. However, we should go further in the interests of business and society as a whole. The next step should be the establishment of the Eurasian system for legal protection of utility models and trademarks,” Grigogy Ivliev noted.

According to EAPO President Grigory Ivliev, the Eurasian Patent Organization will become more powerful if other states of the Eurasian region, including the Republic of Uzbekistan and Mongolia, join it. We intend to join the Hague System for the International Registration of Industrial Designs in the near future.

The Eurasian Patent Office and the Patent Offices of Azerbaijan, Belarus, Russia and Tajikistan signed the Memorandum of Understanding on the Patent Prosecution Highway Program. The program is aimed at enhancing cooperation between examiners and harmonization of practices. The project will contribute to reducing costs for applicants and improving the quality of services provided by offices.

Grigory Ivliev and Alexander Grigoriev presented their book “Chronicle of Eurasian Patent Integration.” Alexander Grigoriev was the President of the Eurasian Patent Organization for the period 2003 to 2016.
